Wouldn't that give you a new system, indistinguishable from the agreed system, except that the new system would be a "fallacy generator". It would have problems, and because it had problems, people would rush to help, making things worse ?
(If you were making a sword, the steel would be folded. The number of times it is folded would be a trade secret. If someone cut back on the number of folds, the steel wouldn't have the right properties, at the molecular level.) So too with software. You need to know that your level 0 tests work, and that your test system ports nicely across from "level n" to "level (n+1)". If you cut down on the number of test levels you cut down on the likelihood of ever getting the "ports nicely from level n to level n+1" right. So you haven't done what you set out to do, set the system to work.
